You can Bake this for 5-10 Minutes in the oven at 350 Degrees if worried about eating it raw

Instructions
For the Cupcakes:
In a separate bowl, combine flour, baking powder and salt.
In a mixing bowl, combine softened butter, brown sugar, and heavy cream. Mix on a medium speed until combined.
Add in vanilla and eggs. Mix well until everything is combined.
Slowly add in flour mixture and mix until the dough is fully blended.
Slowly stir in Chocolate Chips. Spoon into a cupcake tin with liners.
Bake at 350 degrees for 18 mins
For the Frosting:
Bake the flour for 5-10 Minutes in the oven at 350 Degrees. This will kill any salmonella.
In a small mixing bowl combine the softened butter, brown sugar, sugar, vanilla and salt in a mix on low speed until fully incorporated.
Gradually add in the flour and milk alternating until everything is combined.
When the cupcakes are cooled, pipe the frosting on the top then sprinkle mini chocolate chips and decorate with a cookie if desired for decoration.
